How to apply
Through General Manager, District Industries Centre
Eligibility
Cottage type, factory type, SC/ST societies are eligible for 2,3,5 times in respect of the total paid up share capital. Maximum GSP limited to 5 lakhs.
Criteria
There shall be not less than 25 looms in the society for which the looms and the weavers have been identified and genuiness ascertained by Registrar. The percentage of sympathiser members in the society shall not exceed 5% of the total members on rolls of the society. There shall be a paid secretary to the society appointed with the approval of the Registrar. There shall be provision in the bye laws of the society for the Government to become a member of the society and to take shares. The bye laws shall also contain provision for the collection of thrift deposit not less than 6 % from the wages earned by the members which shall annually be converted into shares. The amount of government share participation sanctioned and disbursed to a society shall be utilised within six months from the date of drawal of the amount. If not utilised within this stipulated period, the entire amount left shall be refunded to Government within 15 days from the date of expiry of the utilisation period.
1. Hank Yarn Subsidy
This scheme is meant for providing Yarn at subsidised rates to the weavers through Hantex, Hanveev and Co-operative yarn Banks
Beneficiaries
To Primary Handloom Weavers Co-operative Societies /Weavers by the Hantex, Hanveev and Co-operative Yarn Banks.
How to Apply
The claim shall be presented before the General Manager, District Industries Centres with relevant documents.
Eligibility
a) Subsidy will be given at the following rates for the extent including double counts.
Up to 40s – Rs. 25 per Kg
40s to 80s - Rs.30 per kg
Above 80s – Rs. 40 per Kg.
b) The subsidy shall be available to the yarn actually purchased and distributed at subsidised rate to Co-operative societies /weavers. Purchase shall be made by the implementing agencies directly from manufacturers in either from reputed spinning Mills/ National Handloom Development Corporation. The purchased from Traders, middle man or agencies will be eligible for the subsidy.
c) All counts of yarn so purchased and sold in hanks will be eligible for subsidy under this scheme. Wherever more than one agency is involved, subsidy would be payable to only one level to avoid any duplication of payment.
Criteria
i) The claim for subsidy shall be submitted by the institution on a quarterly basis during a financial year within 30 days from the last date of the respective quarter.
ii) The claim shall be made on actual quantity of yarn purchased and distributed to Primary Handloom Weavers Co-operative Societies /weavers during the respective quarter. The application shall be supported by copies of the resolution of the Board of the implementing agency, copies of bills/ invoices of yarn purchased and other relevant records showing the distribution of yarn.
iii) The claim shall be presented before the General Manager, District Industries Centre where the Headquarters of the Implementing Agency functions. The General Manager shall verify the claim and documents and forward to the Director of Handloom and Textiles within 15 days from the date of receipt of claim with his observation/ recommendation along with a certificate in the prescribed format.
2. Subsidy for Dye and Chemicals
Short description: This scheme is meant for providing dyes and chemicals at subsidised rates to the weavers to ensure that the weavers are provided with employment for a reasonable period during a year. It is proposed to implement the scheme as a State Government Scheme during the XIth plan period.

To Primary Handloom Weavers Co-operative Societies /Weavers by the Hantex, Hanveev and Co-operative Yarn Banks.
How to Apply
The claim shall be presented before the General Manager, District Industries Centres with relevant documents.
Eligibility
a. Subsidy will be given at the rate of 10% of purchase price of dyes and chemicals.
b. The subsidy shall be available to the dyes and chemicals actually purchased and distributed at subsidised rate to Co-operative societies /weavers. Purchase shall be made by the implementing agencies directly from manufacturers, traders, middleman or agencies.
c. All types of dyes and chemicals will be eligible for subsidy under this scheme. Wherever more than one agency is involved, subsidy would be payable to only one level to avoid any duplication of payment.
Criteria
1) The claim for subsidy shall be submitted by the institution on a quarterly basis during a financial year within 30 days from the last date of the respective quarter.
2) The claim shall be made on actual quantity of raw material (Dyes and Chemicals) purchased and distributed to Primary Handloom Weavers Co-operative Societies /weavers during the respective quarter. The application shall be supported by copies of the resolution of the Board of the implementing agency, copies of bills/ invoices of yarn purchased and other relevant records showing the distribution of yarn.
3) The claim shall be presented before the General Manager, District Industries Centre where the Headquarters of the Implementing Agency functions. The department is operating a scheme for timely supply of quality raw materials at resonable cost to handloom weavers. This is being implemented through the six years banks existing in the state and yarn banks of Hantex and hanveev in order to meet their working capital purposes.

How to Apply
Through General Manager, District Industries Centre
Eligibility
The assistance is provided on input output linked process as loan component. The margin money loan is provided to 6 yarn banks approved by NHDC and Hantex and Hanveev on their performance of the previous years.
Criteria
- Yarn should be purchased from public sector/Co-operative Sector spinning Mills in the state
- The fund will be disbursed to yarn banks only after executing the agreement by the concerned yarn banks
- The terms and conditions for repayment of loan is as follows.

The Scheme intends to promote entrepreneurs to set up new handloom production unit as proprietorship/ Partnership/ company/ self-help group and to introduce new products, new designs and in turn help the weavers to produce value added items in handloom sector. As per the Scheme of Margin Money Assistance, training and Marketing support are being given to entrepreneurs to set up their own handloom manufacturing units.
Features of Scheme
- Individual entrepreneurs, Partnership firm, private limited companies, start –up units etc. can avail the benefit of this scheme for projects for manufacturing and value addition of handloom products.
- The unit which does not take up weaving should be a MSME with valid Udyog Aadhar, undertaking value addition in handloom products.
Priority sectors
- Own Land
- Land on lease will be considered only if the lease period is not less than 15 years.
- Land in DA/DP under DIC, KINFRA, KSIDC and land /shed is MIE also will be considered.
Eligibility
- The beneficiaries should have studied up 10th Std and have knowledge in Handloom Field.
- Preference will be given to those having 10 years of experience in handloom weaving, Diploma/Degree in Handloom or Textile Technology, passed two years certificate course of IIHT, Kannur, Diploma or Post Diploma or Degree in Fashion designing
Financial Assistance
40% of the Fixed capital investment limited to Rs. 4 lakhs and 30% of the working capital requirement limited to 1,50,000/- will be Government assistance. Remaining fund should raise by the entrepreneurs by way of loan from commercial bank/ Financial Institution. The applicant should raise at least 10% of the project cost as own share.
How to apply
Application can be submitted online or in person to the DIC concerned with all supporting documents including the 5 days training certificate from IIHT with the recommendation from the financial institution.

Other points
If the entrepreneur /entrepreneurs fail to Utilize the Margin Money Grant or Utilized partially even after one year of the disbursement of Margin Money Grant, the unutilized Margin Money will be refunded to Government account is lump with 72% interest if the party fails to make refund, the amount shall be recovered under RR Act. If the party mis utilize the fund, the entire unutilized amount with 12% of the interest from the date of release to the date of refund shall be refunded to the Government account.
- The fixed asset acquired with the assistance under this scheme, should not be transferred, sold or alienated for 5 years from the date of sanction of the assistance without prior permission from sanctioning authority.
- The progress of implementation as well as functioning of the unit shall be periodically inspected by General Manager, District Industries Centre concerned / ADIO of concerned Taluk /Handloom Inspector os concerned circle or any other authorized by the Directorate of Handloom & Textiles or General Manager, District Industries Centre of the concerned district.
The Scheme aims at attracting found unemployed to the sector, so as to make them sustainable as successful weavers. The beneficiaries should be in the 18-40 age groups with Primary education. The beneficiaries are to be identified by Kudumba Sree Mission. The scheme aims to ensure the retention of these young weavers in the sector, at least for 5 years.
Features of scheme
- Batch of 20 participants selected throughout Kerala by Kudumbasree mission in coordination with respective DIC
- 2 steps training conducting
- Initial on job training will be conducted for 3 months at identified places (unused or under sheds/building of Co-operative societies under DICs, buildings/sheds of LSG’s, or own arrangements by Kudumbasree /participants). Trainees, looms raw materials as well as stipend during the training period will be provided in the scheme
- After the on job training the participants will be engaged to work as weavers on probation with wage support for 3 months.
- To attract the young people to the sector and to ensure they are retained for at least 5 years, some sort of incentive, wage assurance is essential. In this context it is proposed for a scheme of post office recurring deposit for the new weavers after completing the initial period of total 6 months. The same each individual will get a monthly share of Rupees 250 from Govt. Provided they are able to contribute the same account themselves for 5years. To avail the benefits of this scheme, a new weaver should weave a minimum of 75 meters of handloom cloth a month
- A Committee with General Manager as Chairman and Kudumbasree District Officer as convenor will review this project.

The Scheme is for the welfare and promotion of the workers and their families in the Handloom Sector Weavers under the welfare fund Board will be the beneficiaries of this scheme. Weavers’ contribution will be 8% of their wages and the same amount will be contributed by the Government. 8% of the weaver’s wages will be credited to the fund and the same amount will be deposited in the fund as Government Contribution. Application for the government contribution shall be submitted before the General Manager, District Industries Centre before 15th of every month with details of contribution of weavers for the previous three months. The Government share will be sanctioned by the General Manager after the scrutiny of application and the documents concerned.
This is a scheme where Kerala's primary handloom groups, Hantex and Hanveev, exporters of handloom products will subsidize their organization 20% of the price of exported products up to a maximum of Rs 20 lakhs per annum.

How to Apply
All applications can be addressed to the Director of Handloom and Textiles through the respective District Industries Centre.
Eligibility/Criteria
For detailed criteria refer to the Government Order mentioned below.

1. Assistance for Pre-loom facilities, replacement of loom accessories
Any Handloom to be kept operational, the damaged/worn and torn accessories viz. reed, Heald, shuttle etc. has to be replaced periodically. Some structural parts of the loom viz. slay, cloth roll, warp roll etc. may also has to be replaced. In case of idle looms too, the looms can be made operational with minor repair/replacement.
Pattern of assistance
The following assistance are extended to HANTEX, HANVEEV, PHWCS for repair/replacement of loom accessories subject to production of an Essentiality Certificate from any officer of Industries Department not below the rank of Handloom Co-operative Inspector. The General Manager, District industries Centre shall have powers to sanction the eligible amount subject to his satisfaction of the geniuses of the claim.

How to apply
The application for the assistance has to be submitted before the Handloom Co-operative Inspector, who shall inspect the loom, recommend the application along with Essentiality Certificate before the General Manager, District Industries Centre within 15 days of receipt of completed application. The essentiality certificate shall clearly show the cost of items purchases and labour charges separately. The General Manager shall dispose the application within another 15 days.

Conditions
The following conditions shall be adhered to for availing this assistance.
- The funds should be released only to looms approved by the Registrar.
- The assistance is available for one loom only once in two years.
- The provisions of Store Purchase Manual have to be strictly adhered to.
- The accessories/structural parts purchased should be new and genuine.
- The funds sanctioned should be utilized within 3 months from the date of release. Unutilized funds have to be refunded with interest @ 14% per annum from the date of completion of 3 months.
- Funds shall not be released to weavers from societies which are closed or under liquidation.
2. Assistance for technology upgradation and transfer of new technologies
The objective of this assistance is to increase in productivity of loom/quality of weaving, reducing strain while weaving, modernization, weaving process.

The list is not exhaustive and the Technical Committee is competent to add items, subject to the condition that the newly item does not attract any other assistance under any other scheme of Directorate of Handloom & Textiles.
Pattern of assistance
HANTEX, HANVEEV or PHWCS can avail this assistance. 75% of the total eligible amount as evaluated by a Technical Committee can be sanctioned to the applicant unit.
Constitution of technical committee
The Technical Committee shall consist of the following members.
1. Director of Handloom & Textiles (Chairman)
2. Deputy Director, Weavers Service Centre, kannur.
3. Executive Director, IIHT, Kannur.
4. Managing Director, Hantex, Thiruvananthapuram.
5. Managing Director, Hanveev, Kannur.
6. Finance Officer, Directorate of Handloom & Textiles.
7. Joint Director, Directorate of Handloom & Textiles (Convenor)
The quorum of the committee shall be 4. The committee shall evaluate the claims for assistance with its essentiality, feasibility, viability and cost effectiveness. The Committee shall make appropriate recommendation to the Director of Handloom & Textiles, who shall dispose each claim based on the decision of the technical committee.
How to apply
The PHWCS, HANTEX and HANVEEV can apply for this assistance under the scheme before the Handloom Co-operative Inspector, who shall inspect the applicant unit, recommended the application along with the Essentiality Certificate before the General, Manager, District Industries Centre within 15 days of receipt of completed application. The necessity of items claimed with cost of items being purchased has to be clearly shown in the certificate. The General manager shall within another 15 days forward the application and supporting documents to the Director of Handloom &Textiles. The essentiality Certificate shall not be issued by any officer in the Industries Department not below the rank of a Handloom Co-operative Inspector. The genuineness of the claim has to be ensured by the General Manager.

3) Assistance for Revamping of Work shed of PHWCS
To Provide assistance to primary handloom societies with collective weaving centre /common work shed /Factory type handloom societies for repairing and maintenance of the work shed
Pattern of Assistance
100% grant shall be given for repairing and maintenance of the work shed of co-operative societies subject to a maximum of Rs.5.00 lakh @ Rs.2000/- per Sq.m. The fund can be utilized for electrification of work shed, flooring (tiles not included) and roofing (replacing damaged ones only).
How to Apply
The application for assistance under this scheme shall be submitted to the Director of Handloom & Textiles through the General Manager, District Industries Centre concerned in the prescribed form. The Manager, District Industries Centre shall forward the application with specific recommendation along with the necessary documents to the Director of Handlooms & Textiles.

Conditions
1. A society will be considered for the scheme if
a) It has its own work shed or having a work shed on leased land, the lease period being minimum 15 years
b) It has 15 or more weavers working in the society for at least 150 days in the previous year.
c) Weavers are enrolled in the GIS
d) It has Handloom Mark Registration
e) The Handloom Mark is being used in all products.
f) Details (including ID No.) of the weavers are uploaded in the website.
g) It purchases raw materials from NHDC/approved Yarn Bank.
h) Particulars of building tax remitted to LSGD in the name of Secretary.
2. On sanctioning of grant assistance, the society shall execute an agreement in the form appended and the amount will be disbursed only thereafter. The society shall execute the agreement within one month from the date of drawal of the amount from the treasury.
3. The society shall deposit the grant amount sanctioned in a joint Account of the society and the General Manager, District Industries Centre/Manager (Handloom) in a TSB account and shall be withdrawn only with the counter signature of the General Manager/Manager concerned.
4. The assistance sanctioned shall be fully utilized within a period of 12 months from the date of drawal of the amount from the treasury. Unused portion shall be refunded with interest @ 12%.
5. The implementation of the project should be started within 3 months from the date of drawal of the amount from the treasury. The reason for the delay of utilization of the amount shall be informed to the Director of Handlooms & Textiles before the date of expiry of utilization period itself.
6. The amount sanctioned shall not be kept unutilized for more than 3 months.
7. The General Manager, District Industries Centre shall watch the utilization of grant amount and report the status of the implementation of the project to the Director of Handlooms & Textiles failing which no extension of the utilization period will be given.
8. The Director of Handlooms & Textiles may for valid reason extend the period of utilization of assistance up to a maximum of 6 months only.
9. The General Manager, District Industries Centre shall ensure that the amount sanctioned is utilized for the purpose for which it is sanctioned and forward the Utilization Certificate & Completion Certificate and expenditure statement to the Director of Handlooms & Textiles immediately on completion of project.
10. The General Manager, District Industries Centre shall make sure that completion certificate from a competent authority is submitted along with the Utilisation Certificate and expenditure statement.
11. Each society shall be liable to refund the amount with interest @ 14% in case of misappropriation or fraud. Further assistance under any other scheme will not be given to such society in future.
12. The societies should furnish quarterly statement to the concerned General Manager, District Industries Centre regarding the production, employment given (No. Of days & No. Of Weavers) wages given etc.
13. The General Manager, District Industries Centre concerned shall make sure that minimum wages is given to the weavers.
14. The society shall keep proper account and records and shall make them available for inspection by officers of the departments, failing which no further assistance will be given under any scheme.
4) Assistance for Revamping of Work shed of Individual Weavers
To Provide assistance to weavers of primary handloom societies, Hantex/Hanveev for repairing and maintenance of the work shed of individual weavers
Objectives
To provide assistance for maintaining suitable workplace to weavers and thereby achieve better productivity.
- To ensure the safety of weavers.
- To safeguard the quality of product.
- To motivate the weavers to work efficiently.
- To attract more weavers.
Pattern Assistance
100% grant shall be given for repairing and maintenance of the work shed of individual weavers subject to a maximum of Rs.25,000/-
How to apply
The application for assistance under this scheme shall be submitted to the concerned Handloom Co-operative Inspector in the prescribed form. The Handloom Co-operative Inspector shall forward the application with specific recommendation along with the necessary documents to the General Manager, District Industries Centre.

1. A weaver will be eligible for consideration for assistance under this scheme if
a) He/ she has own work shed or has a work shed on land lease basis, the lease period is atleast for 15 years.
b) He/she has working in the organisation for at least 150 days in the previous year
c) Weavers is enrolled in the GIS
d) Details (including ID No.) of the weaver is uploaded in the website.
e) Particulars of building tax remitted to LSGD in the name of the weaver.

The General Manager, District Industries Centre shall ensure that the amount sanctioned is utilized for the purpose for which it is sanctioned and forward the Utilization Certificate & Completion Certificate and expenditure statement to the Director Handlooms & Textiles immediately on completion of project.
10. The General Manager, District Industries Centre shall make sure that completion certificate from a competent authority is submitted along with the Utilisation Certificate and expenditure statement.
11. Each weaver shall be liable to refund the amount with interest @ 14% in case of misappropriation or fraud. Further assistance under any other scheme will not be given to such weaver in future.
5) Assistance for Renovation/Repair of Dye houses
To Provide assistance to primary handloom weavers co-operative societies, having dye house for repair and maintenance of dye house, repairing /purchasing and installing of dyeing equipment.
Pattern of assistance
100% grant shall be given for repair and maintenance of existing dyehouse and repairing/purchasing and installing of dyeing equipment subject to a maximum of Rs.5.00 Lakh. The grant assistance can be utilized for purchase of dyeing equipment and maintenance work (electrification, flooring, roofing etc). The cost of the dyeing equipment shall be at least 50% of the total project cost.
How to apply
The application for assistance under the scheme shall be submitted to the Director of Handloom & Textiles through the General Manager, District Industries Centre concerned in the prescribed format with specific recommendation along with the supporting documents.

Monitoring agency
Deputy Registrar of the concerned District Industries Centre shall monitor the progress of the repairing / maintenance work.
Conditions
1. A society will be considered for assistance if:
a) It has its own dye house and if the dye house is on leased land, the lease period shall be for at least 15 years.
b) It has 15 or more weavers working in the society for at least 150 days in the previous year.
c) Weavers are enrolled in the MGBBY & CTF Scheme.
d) It has Handloom Mark Registration.
e) The handloom mark is used in all products
f) Details (including ID No.) of the weavers are uploaded in the web site.
g) Dyeing activities are carried out in the society and purchase raw materials.
2. After sanctioning of grant assistance, the society shall execute an agreement in the form appended and the amount will be disbursed only thereafter. The society shall execute the agreement within one month from the date of drawal of the amount from the treasury.
3. The society shall deposit the grant amount sanctioned in a Joint Account of the society and the General Manager, District Industries Centre in TSB account and shall be withdrawn only with the counter signature of General Manager, District Industries Centre concerned.
4. Fund shall be released stage wise.
5. In case of civil work plan & estimate approved by Assistant Executive Engineer/Asst. Engineer in Govt. Service shall be produced.
6. Dyeing equipment shall be purchased by observing rules and regulation.
7. Work shall be started only after getting approval from the concerned General Manager, District Industries Centre.
8. Completion Certificate of competent authority i.e., Asst. Exe. Engineer/Assistant Engineer shall be produced by the PHWCS after the completion of the repairing work of the dye house.
9. The assistance sanctioned shall be fully utilized within a period of 12 months from the date of drawal of the amount from the treasury. Unused portion, if any, shall be refunded with interest @ 12%.
10. The implementation of the project should be started within 3 months from the date of drawal of the amount from the treasury. The reason for the delay of utilization of the amount shall be informed to the Director of Handlooms & Textiles.
11. The amount sanctioned shall not be kept unutilized for more than 3 months.
12. The General Manager, District Industries Centre shall watch the utilization of grant amount and report the status of the implementation of the project to the Director of Handlooms & Textiles failing which no extension of the utilization period will be given.
13. The Director of Handlooms & Textiles may for valid reason extend the period of utilization of assistance up to a maximum of 6 months.
14. The General Manager, District Industries Centre shall ensure that the amount sanctioned is utilized for the purpose for which it is sanctioned and forward the Utilization Certificate, Expenditure Statement & Completion Certificate from a competent authority to the Director of Handlooms & Textiles on completion of project.
15. Each society is liable to refund the grant amount with interest @ 14% in case of fraud or misappropriation. Further assistance under any other scheme will not be given to such society in future.
16. Each society should furnish quarterly statement to the General Manager, District Industries Centre regarding the production, employment given (No. Of days & No of Weavers & allied workers) wages given etc. The General Manager, District Industries Centre concerned shall make sure that minimum wages as per Government notification is given to the weavers.
17. The society shall keep proper accounts and records and shall make them available for inspection by officers of the departments, failing which no further assistance will be given
6) Assistance under “loom a house” to provide new loom for weaving
This Scheme intends to assist weaving in houses, where at least one family member knows weaving but unable to procure loom.
The aim of this scheme is to provide looms to each weaver who does not own a loom at his home or residence so that more weavers especially women are attracted to this sector and more handloom production take place. With the introduction of handloom School Uniform project, it is expected that more weavers would go for own looms.
How to apply
The application for the grant towards loom in the prescribed format shall be submitted before the concerned Handloom-Co-operative Inspector who shall recommend the same to the General manger, District Industries Centre within a period of 15 woring days. The General manager, District Industries Centre shall dispose the application, but at any rate within a period of 30 working days.

2. The proof of identity, age and residence of the beneficiary, preferably copy of Adhar Card.
3. A Certificate towards experience in weaving from the local body or adequate proof that the applicant is a weaver, In case the applicant has acquired training them copy of training Certificate.
4. The proforma invoice of the loom from any reputed manufacturer of loom or genuine supplier.
5. Proof of meeting the beneficiary contribution either through bank or own fund or other source.
6. Sufficient proof that the products made by him/her will be marketed.
Sanctioning authority
The General Manager, District Industries Centre shall sanction funds under this scheme.
Monitoring agency
Handloom Co-operative Inspector of the concerned circle.
Conditions
1. The person availing this assistance should have a residence of his own or under possession of one for a period of 10 years and should have a minimum space of 100 sq.ft fir erecting the loom.
2. The beneficiary after getting the 75% grant sanctioned shall remit the remaining 25% of the invoice amount upfront in to joint account of the General Manager, District Industries Centre and the applicant in any financial institution.
3. Once the beneficiary contribution is remitted, then the General Manager can release the 75% of grant and credit the same in to the Joint Bank Account.
4. The invoice amount of the loom can be released to the supplier before or after the supply of loom, but only through a cheque to be signed by the General Manager and beneficiary.
5. If any fraud or malpractice is detected at any stage, the sanctioned fund shall be refunded by the beneficiary on receipt of any demand for refund of funds from the General Manager, with interest @ 14% from the date of release of grant.
6. In case the beneficiary fails to CONDITIONS: - If not refunded the amount even after the demand notice, the amount will be recovered through Revenue Recovery.
7. Any beneficiary/weaver who procure loom by arranging total cost of loom including beneficiary contribution and grant component by their own means, can avails the grant under the scheme after the successful installation of loom in their premises by submitting original bills from supplier to the General Manager, District Industries Centre within a period of 30 working days or before the completion of financial year, whichever is earlier, But, prior application for grant is necessary.
8. All beneficiaries have to execute an arrangement of stamp paper worth of Rs.200/- for availing grant under the scheme.
9. Inspection by an official deputed by General Manager, District Industries Centre is to be conducted periodically for the successful implementation of the scheme.
10. Each loom is to be identified by a reference number allotted by District Industries Centre and the loom cannot be transferred or alienated or disposed or scrapped without availing prior permission from General Manager, District Industries Centre up to a period of three years from the date of release of the grant.
11. The fund if not utilize within 3 months from the date of release shall be remitted to the Government accounts.
12. The beneficiary shall furnish proper receipt towards the fund availed.
7) Assistance for setting up building, restrooms, toilets, storing facilities for women weaver
To Provide assistance to handloom weavers co-operative societies and Factory type handloom weavers co-operative societies with common work shed having women weavers for the construction of rest room with store facilities and for the maintenance of the existing toilet.
Pattern of financial assistance
100% grant will be given for the eligible factory type PHWCS and societies with common work shed subject to a maximum of Rs.4.50 Lakh, Rs.4.00 Lakh for the construction of new rest room with store facilities with minimum area 225 sq. Ft. Of RCC construction or as per PWD rates for RCC construction and Rs.50,000/- for the maintenance of the existing toilet as per the requirement based on appropriate estimate. If the estimate value of the project is greater than the maximum of the grant amount, the balance amount has to be met by the society. Any society which has availed assistance for rest room will not be eligible for the same assistance before the completion of 10 years and 3 years in case of assistance for toilets.
How to apply
The application for assistance under this scheme shall be submitted to the Handloom Co-operative Inspector in the prescribed form. The Handloom Co-operative Inspector shall forward the application with specific recommendation along with the supporting documents to the General Manager, District Industries Centre.

Conditions
1. A society will be considered for the scheme if,
a) It has its own work shed or work shed on leased land, the lease period of land is for a period not below 15 years.
b) It has 5 or more women weavers/employees working in the society for at least 150 days in the previous year.
2. The General Manager, District Industries Centre shall ensure that the society is working.
3. The General Manager, District Industries Centre shall ensure that the weavers are enrolled in CTF and converged MGBBY or PMJJBY/PMSBY.
4. The General Manager, District Industries Centre shall ensure that the details of all weavers are uploaded in website.
5. The General Manager, District Industries Centre shall ensure that Handloom Mark is being used in all Handloom Products.
6. Handloom societies shall carry out the works as deposit works through Government Department or Government Accredited Agencies.
7. The Society may decide a suitable Department/Accredited Agency to carry out the work and may approach them after intimating the General Manager.
8. The Estimate of the work shall be prepared in PRICE Software.
9. The application, along with the Estimate and relevant documents shall be submitted to the General Manager, District Industries Centre. After scrutinizing the application, the General Manager, District Industries Centre will issue the Administrative Sanction (AS) for the work. After this AS is obtained, the Department/Accredited Agency will issue the Technical Sanction (TS). On receipt of the TS, the General Manager, District Industries Centre will sanction the Grant amount to the Society.
10. On sanctioning of grant assistance, the society shall execute an agreement in the form appended and the amount will be disbursed only thereafter. The society shall execute the agreement within one month from the date of drawal of the amount from the treasury.
11. The General Manager shall deposit the grant amount sanctioned in a joint account of the society and the General Manager concerned in a bank.
12. The assistance sanctioned shall be fully utilized within in a period of 12 months from the date of drawal of amount from the treasury.
13. The implementation of the project should be started within 3 months from the date of drawing of the amount from the treasury.
14. The amount sanctioned shall not be kept unutilized for more than 3 months.
15. The General Manager shall watch the utilization of grant amount.
16. The General Manager should make sure that the amount sanctioned is utilized for the purpose for which it is sanctioned and forward the Utilisation Certificate (KFC FORM 44) and Valuation and Completion Certificate to the Director of Handlooms & Textiles immediately after the completion of the work.
17. Each Society shall be liable to refund the amount with interest @ 14% in case of misappropriation or fraud. Further assistance under any other scheme will not be given to such society in future.
1) Appointment of professional Designers
As per the scheme appointment of professional Designers, approval is given to appoint 10 professional designers in the Design Centres at Hantex and Hanveev. The Professional Designers work under the guidance of IIHT Kannur. They value add the fabrics, design the clothes and readymade dresses and helps in home furnishing, shoulder bag manufacture. Professional designers also do works like saree hand printing, embroidery, block printing, churidar embroidery etc.
Who gets the benefits.
The Professional designers who are appointed by IIHT Kannur in the Design Centres at Hantex and Hanveev are eligible to get a maximum salary of Rs. 20000 per month based on their performance and attendance.
How to apply
The performance and the attendance of the Professional Designers are checked and verified by Hantex/Hanveev and IIHT Kannur and the request for the salary is forwarded by IIHT Kannur.
Criteria.
The performance and the attendance of the Professional Designers are being checked. The permitted leave for one month is one day.
2)Training Expenses to IIHT Kannur
The IIHT, Kannur functions mainly with the financial assistance from the Kerala Government. The income earned through the various courses is not sufficient for meeting the administrative and training expenses of the institute. The assistance includes assistance for training expenses, salary for the staff, expenses for the implementation of the project, electricity charges, Postage expenses, Maintenance expenses etc.
Beneficiary : IIHT Kannur
How to apply : The IIHT Kannur submits a proposal for getting the assistance.
Criteria : Eligible amount will be sanctioned and disbursed to the IIHT, Kannur for meeting the training expenses.
3.) Stipend (To be DHTT Students from Kerala, studying at the various IIHT s in India)
Stipend is given to the students from Kerala, studying for the DHTT courses in the various IIHTs in India.
Beneficiaries : Matriculation or equivalent qualification is necessary.
How to apply
The applications have to be submitted to the concerned IIHT in India. A committee comprising of either the Director of Handloom and Textiles or his representative, a representative from the IIHT, Kannur, and a representative of the concerned IIHT, determine the eligibility of the applicant and thereafter select him/her.
Criteria
Matriculation or equivalent qualification is necessary. The application has to be submitted to the concerned IIHT in India. A committee comprising of either the Director of Handloom and Textiles, or his representative, a representative from the IIHT Kannur, and a representative of the concerned IIHT determine the eligibility of the applicant and thereafter select him/her.
Power loom Industry
This scheme intends for the grant of financial assistance for revitalization and strengthening of factory type primary power loom weavers’ co-operative societies.
Beneficiaries
Power loom co-operative societies registered under this Department.
How to apply
As per the above rules, Application for assistance should be submitted to the Director of Handloom & Textiles through the General Manager, District Industries Centre in the prescribed form with the following documents.
- Resolution and undertaking of the Managing Committee/Decision of the Board of Director’s and Acquisition in the prescribed form (Triplicate)
- Revitalization/Revival Project (in triplicate)
Eligibility
Societies, which have incurred financial loss in the previous accounting year and is likely to continue to ensure cash in the current accounting year and has an erosion on account of cumulative cash loss in the extent 50% or more its net worth or closed during its operation for more than 3 years or continuously overdue of EPF/ESI/Bank Cash Credit.
- Working capital of Rs. 25,000/- per loom up to a maximum 10 looms (limited to 2.5 lakh)
- Assistance to clear ESI/EPF dues limited to Rs. 3 lakhs as one time assistance.
- Assistance to production value added products limited to 5 lakhs.
- Assistance for product diversification of Rs. 20,000/- per design limited to 1 lakh.
- Maximum Rs. 5 lakh per society may be sanctioned for converting ordinary power loom to indigenous rapier loom, maintenance work of hydraulic dhothy, pressing machine and purchase of new loom for product diversification.
- Maximum limit of assistance to a society under all the above 5 components together shall be Rs. 10 lakhs only.
Criteria
After detailed enquiry and verification of the required documents, the application should be submitted to the Director of Handloom & Textiles with special recommendation of the General Manager, District Industries Centre (2 copies of all required documents).
- The Director of Handloom & Textiles will assist to the qualified societies as per the following rules.
- Allotted funds are to be deposited in the Treasury in the joint account of the Secretary of the Co-operative Society and the General Manager of the District Industries Centre and the counter-signature of the General Manager is required to withdraw the amount.
- The sanctioned amount should be utilized within 12 months from the date of withdrawal from the treasury.
- If there are sufficient reasons, permission to extend the tenure shall be granted by the General Manager up to a maximum period of six months, Director of Handloom & Textiles for one year. Further extension if required will be granted by Government Manuel
- The unutilized fund should be refunded to the Government with interest within one month after expiry of sanctioned period.
- The General Manager, District Industries Centre should check whether the amount sanctioned is being utilized and submit the utilization certificate of the Directorate of Handloom & Textiles.
- On sanction of grant assistance, the society will execute an agreement in the prescribed form and the amount will be disbursed only thereafter.
- The society will in case of misutilization of grant amount be liable to pay interest @ 12% per annum.
- Every three months, the societies, which received assistance under this scheme are required to submit a report on production, employment and profit and loss accounts to the General Manager, District Industries Centre and he review the above every three months.
- The society shall keep proper accounts and reports and make them available to officials, when they come inspection.
The Government pays twice as much as the share capital raised from the members. The amount shall be utilized only for the purpose of purchase of raw-materials and for payment of wages to manual working members in the society. The amount is repayable to the Government on completion of 15 years from the date of receipt of the said amount.

How to Apply
The application and supporting documents should be submitted by the applicant to the respective General Manager, District Industries Centre.
Eligibility
The society that has been revitalized and brought back to normal condition through profitable activity are eligible for government share participation.
Criteria
- The amount of share participation in a society shall be on the ration of 1:4 between members contribution to share capital and of the Government limited to the authorized share capital as per the bylaws of the society.
- The sanctioned amount can be deposited in a special account in any Co-operative Bank and can be withdrawn by check with the countersign of the District Level Authority or any officer authorized by him.
- The sanctioned amount must be used only for the purchase of raw materials required by the society and for the payment of wages to the workers of the society.
- The share certificate shall be forwarded to the Directorate of Handloom and Textiles within 7 days for sale custody
The Scheme intends to make the mills break even through completion of the modernisation projects taken up with state assistance. Through this, the mills can supply products in line with the current market demands like school uniform clothes, khaki, hospital clothes etc. The detailed comprehensive project reports with specific outcomes are to be prepared, taking into account upgradation works already done
This scheme is implemented for the progress and welfare of handloom sector. The beneficiaries of this scheme are primary co-operative societies all over Kerala, Hantex and Hanveev. These societies sell their products with a subsidy which is pre-determined and approved by Government. The sales must be on the dates approved by Government on each season. Usually, the subsidy is 20% of the total production. (for uniform sales it will be 30%). This subsidy will be reimbursed. This is rebate scheme on handloom goods.
This scheme encourages the sales of handloom cloths by attracting customers through the discount offer and it leads to ensuring job opportunities and social securities of the weavers.

Beneficiaries of the scheme are primary handloom co-operative societies in Kerala, Hantex and Hanveev.
How to apply
After rebate sales, the societies/Hantex/ Hanveev submit their application for reimbursement of the subsidy. The application must contain necessary documents as per the check list issued from handloom directorate. The certificates and details must be verified by co-operative inspector. Then the applications are submitted to District Industries Centre. Application must be submitted within the stipulated period. General manager recommends the application to Directorate of Handloom &Textiles.
Eligibility
Primary Handloom Co operative societies ,Hantex and Hanveev are eligible for rebate for the days included in rebate calendar issued by Government in each financial year. Handloom goods must be sold at 20% decreased value. Loss incurred to the society/Hantex/ Hanveev on sale at reduced price will be given as reimbursement. Handloom Mark must be afixed in each handloom goods. Documents as Specified in cheklist issued from Directorate of Handloom &Textiles must be enclosed along with application. Documents should be verified by the Co operative Inspectors concerned. General Manager District Industries Centre ,after scrutiny recommend the application to the Handloom Directorate .The eligibility of the claim finalised at the directorate level. Applications received within the period of 120 days after the rebate sales only be eligible for rebate.
Criteria
- Rebate can be claimed only by the co-operative handloom societies working inside Kerala, Hantex and Hanveev
- Rebate can be claimed only for the sales conducted in the dates allowed by government for each season Manuel neuer
- Yarn for the production must be bought from yarn dealers approved by the department
- In case of the yarn to production ratio exceeding 6.5, sufficient and satisfactory reason has to be furnished.
- Societies must remit at least 60% of sales proceeds in SB account or Cash Credit account of bank during rebate period
- Bills should be issued to the customers and it should contain the details about the product and price
- Handloom mark must be applied on each product
- Wages paid should not exceed 75% of the production cost
- Production during rebate period do not consider for rebate claim
- The sales proceeds deposited in bank account should be withdrawn only after 2 days of rebate period
The schemes aims to get better wages to the weavers/allied workers who earn only low wages. The weavers who have been earning Rs. 150 or above per day and allied workers earning Rs.100/- or above per day only would come under this scheme. The preliminary target fixed under this scheme is to get the workers Rs 300/- per day as wages with the support of the scheme. The weaver or allied worker who earn above Rs.300/- will not cover under this scheme. Incentive shall be limited to Rs 150/- per weaver or allied workers. The maximum number of days to avail the benefit under this scheme for a weaver or allied worker per year is limited to 100 days.

The weavers to be eligible for this scheme should have an average attendance of minimum 10 days in a calendar month. Those who are working under the weaving factory/common work sheds of primary Handloom co-operative Societies.
Criteria
The weavers who have been earning Rs.100/- or above per day only would come under this scheme.
Handloom Mark Scheme was introduced to easily distinguish authentic Hand loom products from Power loom products. Those who receive Handloom mark registration after 2010-11 financial year can apply for reimbursement of Registration fees and 75% of cost of labels purchased.

The beneficieries are Hantex, Hanveev and Primary Co-operative Societies who receives Handloom Mark registration certificate from Textiles Committee.
How to apply
Those who got Handloom Mark Registration can apply for reimbursement of Registration fees and 75% of the cost of labels so purchased. The application in the prescribed format along with copy of Handloom Mark registration Certificate has to be submitted to the General Manager, District Industries Centre. The General Manager after verifying the eligibility can recommend the application to the Director of Handloom & Textiles. Hanveev can apply through General Manager, District Industries Centre, Kannur and Hantex can apply through General Manager, District Industries Centre, Thiruvananthapuram.
Criteria
Hantex, Hanveev and Primary Co-operative Societies who got registration on or after 2010 are eligible for re-imbursement.
The application in the prescribed format along with a copy of the registration certificate issued by Textiles committee (copy of cash receipt) copy of resolution passed in the meeting, number of products after taking Handloom mark registration must be enclosed with the application.
