This scheme is implemented for the progress and welfare of handloom sector. The beneficiaries of this scheme are primary co-operative societies all over Kerala, Hantex and Hanveev. These societies sell their products with a subsidy which is pre-determined and approved by Government. The sales must be on the dates approved by Government on each season. Usually, the subsidy is 20% of the total production. (for uniform sales it will be 30%). This subsidy will be reimbursed. This is rebate scheme on handloom goods.

This scheme encourages the sales of handloom cloths by attracting customers through the discount offer and it leads to ensuring job opportunities and social securities of the weavers.

Beneficiaries of the scheme are primary handloom co-operative societies in Kerala, Hantex and Hanveev.

How to apply

After rebate sales, the societies/Hantex/ Hanveev submit their application for reimbursement of the subsidy. The application must contain necessary documents as per the check list issued from handloom directorate. The certificates and details must be verified by co-operative inspector. Then the applications are submitted to District Industries Centre. Application must be submitted within the stipulated period. General manager recommends the application to Directorate of Handloom &Textiles.

Eligibility

Primary Handloom Co operative societies ,Hantex and Hanveev are eligible for rebate for the days included in rebate calendar issued by Government in each financial year. Handloom goods must be sold at 20% decreased value. Loss incurred to the society/Hantex/ Hanveev on sale at reduced price will be given as reimbursement. Handloom Mark must be afixed in each handloom goods. Documents as Specified in cheklist issued from Directorate of Handloom &Textiles must be enclosed along with application. Documents should be verified by the Co operative Inspectors concerned. General Manager District Industries Centre ,after scrutiny recommend the application to the Handloom Directorate .The eligibility of the claim finalised at the directorate level. Applications received within the period of 120 days after the rebate sales only be eligible for rebate.

Criteria

  • Rebate can be claimed only by the co-operative handloom societies working inside Kerala, Hantex and Hanveev
  • Rebate can be claimed only for the sales conducted in the dates allowed by government for each season Manuel neuer
  • Yarn for the production must be bought from yarn dealers approved by the department
  • In case of the yarn to production ratio exceeding 6.5, sufficient and satisfactory reason has to be furnished.
  • Societies must remit at least 60% of sales proceeds in SB account or Cash Credit account of bank during rebate period
  • Bills should be issued to the customers and it should contain the details about the product and price
  • Handloom mark must be applied on each product
  • Wages paid should not exceed 75% of the production cost
  • Production during rebate period do not consider for rebate claim
  • The sales proceeds deposited in bank account should be withdrawn only after 2 days of rebate period
